| Abstract (eng): | District heating holds a strong position in the heating markets with a share of approximately one half of the heat demand for the buildings in both Finland and Sweden. The pricing models in district heating have been unchanged for a long time. In the conventional district heating pricing model both fixed and variable costs are involved, which is depending on the consumption of heat energy. The slow development of the district heating pricing has a negative influence on the whole branch. However in the past few years the district heating companies has started to update and develop the pricing models in a more modern and flexible direction. The purpose of this thesis is to present the current state of the district heating pricing and to examine new pricing models in Finland and Sweden. The most common pricing model is still the conventional model which is presented and analyzed by the factors that affect its formation. The later models and the models under development are either already implemented into the market or only in the research state. The trends of the development of the pricing models are also analyzed as well as the laws and regulation that affect the progress. Also the influence on the consumption and pricing of, for example, the frequently changing EU directives of the energy performance of buildings, is examined. In the second part of the thesis, a method of how to develop a new pricing model is presented by a case study. The limiting factor of developing the new model is to avoid significant changes in customer costs. The proposed pricing model should reflect the changes in the markets and the demand for heat energy. It should be flexible, transparent and correlate the cost of production. In the case study, the most suitable models are analyzed while the total price for the customers remain unchanged. New technologies in the district heating field allow more accurate consumption tracking that can be used in several different new pricing models such as hourly pricing and elasticity of demand. Hourly pricing enables new pricing models that will be more suitable for and have a balancing effect on the fluctuations in consumption. |
| Abstract (fin): | Kaukolämmöllä on Suomessa ja Ruotsissa vankka asema rakennusten lämmittämisessä. Noin puolet rakennusten lämmöntarpeesta katetaan kaukolämmöllä molemmissa maissa. Osittain pitkistä perinteistä johtuen kaukolämmön hinnoittelu on pysynyt pitkään samanlaisena. Kaukolämmön asiakkailta on perinteisesti peritty tehontarpeesta riippuvaisia kiinteitä maksuja sekä energiankulutuksesta riippuvaisia energiamaksuja. Hinnoittelun hidas kehittyminen on vaikuttanut kaukolämmön imagoon negatiivisesti. Viime vuosina kaukolämmön hinnoittelua on kuitenkin ryhdytty uudistamaan ja kehittämään entistä nykyaikaisemmaksi ja joustavammaksi. Tässä diplomityössä kartoitetaan kaukolämmön hinnoittelun nykytilaa ja esitellään uusia hinnoittelumalleja Suomessa ja Ruotsissa. Työssä esitellään tällä hetkellä edelleen yleisimmän, perinteisen hinnoittelumallin muodostuminen sekä siihen vaikuttavia osatekijöitä. Työn tarkoituksena on tuoda esille uudempia hinnoittelumalleja, joita on sekä käytössä markkinoilla että vasta tutkimus- ja pilottihankevaiheessa. Työssä tuodaan esille kaukolämmön hinnoittelun uudet trendit sekä tulevaisuuden kehityksen suunnat. Työssä esitellään lait ja säädökset, jotka ohjaavat hinnoittelua, sekä perehdytään erilaisten määräysten, muun muassa muuttuvien rakennusmääräysten, vaikutukseen kaukolämmön hinnoittelussa ja kysynnässä. Työn toisessa osassa esitetään case-esimerkki sopivan kaukolämmön hinnoittelumallin hakemisesta kaukolämpöverkolle. Tavoitteena on löytää uusi, tiukentuvia markkinoita vastaava hinnoittelumalli, joka kohtaisi niin asiakkaiden kuin kaukolämpöyrityksenkin tarpeet. Uuden hinnoittelumallin tulisi peilata muun muassa joustavuutta, läpinäkyvyyttä ja kustannusvastaavuutta. Lähtökohtana hinnoittelumallin muutoksessa on asiakkaiden maksaman kokonaiskustannusten pitäminen mahdollisimman samalla tasolla kuin ennen muutosta. Nykyteknologialla voidaan seurata yhä tarkemmin asiakkaiden kulutusta, mikä mahdollistaa uusien hinnoittelumallien kuten tuntihinnoittelun implementoinnin tulevaisuudessa. Tarkemman kulutusdatan avulla voidaan saavuttaa kustannusvastaavampia sekä asiakkaille että kaukolämpöyrityksille parempia ja joustavampia hinnoittelumalleja. |
