| Abstract (eng): | Strategic workplace planning is about programming spaces according to an organisation's operations and strategy. It includes producing requirements for spaces and features as well as estimating a budget for various purposes. This study identifies and classifies the purposes of strategic workplace planning, categorizes the different levels of study in workplace planning and examines the levels of information material as well as the accuracy of modelling. Finally, it develops a method for defining the level of accuracy in strategic workplace planning based on the definition of the project, the goal of the client, and the functional sector of the facilities. The method saves the client's time and the consultant's resources in workplace planning projects by allowing the selection of the appropriate level of accuracy. The method helps set the correct processing level together with the client already in the bidding phase of the project. The level of accuracy in workplace planning consists of three components: the level of study, the level of information material, and the accuracy of input data. The project defines the level of study (network, master plan / feasibility study, or project planning). The functional sector of the facilities sets the level of information material and states whether existing common models can be used or if the operations and activities have to be measured at the operative level. The goal and purpose of the client, either strategic decision making, viability study, or data for design, together with the level of information material sets the required accuracy of the input data. The accuracy of the input data describes whether the measurement data for the organisation's operations have to be sought from the operative management or end users, or if the data provided by the strategic management is sufficient. The method developed in this study is primarily directed to workplace planning consultants to whom it gives the ability to better focus their quotes and therefore enables a more competitive pricing. It can also help organisations considering facility issues in for example clarifying their needs and constructing an invitation to tender. The method creates the basis for the further description of the process of workplace planning. |
| Abstract (fin): | Strateginen toimitilamallinnus on organisaation strategian mukaisen toiminnan vaatimien tilojen mallintamista. Se on asiakkaan toiminnan asettamien tila- ja ominaisuusvaatimusten kuvaamista ja luodun tilaohjelman kustannusten arvioimista erilaisiin tarkoituksiin. Työssä tunnistetaan ja luokitellaan strategisen toimitilamallinnuksen käyttötarkoitukset, kategorisoidaan mallinnuksen selvitystyypit sekä tutkitaan tietoaineiston tasoja ja mallintamisen tarkkuutta. Lopuksi luodaan menetelmä strategisen toimitilamallinnuksen tarkkuustason määrittämiseen perustuen toimitilahankkeen määrittelyyn, tilaajan tavoitteeseen sekä kohteen toimialaan. Menetelmän ansiosta toimitilamallinnustehtävissä voidaan säästää sekä asiakkaan aikaa että konsultin resursseja valitsemalla tarkoituksenmukainen tarkkuustaso. Menetelmä mahdollistaa tarkoituksenmukaisen käsittelytason asettamisen yhdessä tilaajan kanssa jo toimitilahankkeen tarjousvaiheessa. Toimitilamallinnuksen tarkkuustaso muodostuu kolmesta komponentista: mallinnuksen selvitystyyppi, tietoaineiston taso ja lähtötietojen tarkkuus. Hanke itsessään määrittelee selvitystyypin (verkkoselvitys, master plan / tarveselvitys tai hankeselvitys). Kohteen toimiala asettaa tietoaineiston tason ja kertoo, voidaanko mallinnuksessa käyttää valmiita malleja vai onko toiminta mitoitettava operatiiviselta tasolta toimintoja räätälöiden. Tilaajan tavoite ja siitä tunnistettu käyttötarkoitus, joko strateginen päätöksenteko, toteuttamiskelpoisuuden tutkiminen tai suunnittelun lähtötieto, yhdessä tietoaineiston tason kanssa asettaa lähtötietojen tarkkuustason. Lähtötietojen tarkkuustaso kuvaa sitä, onko organisaation toiminnan mitoitustieto haettava operatiiviselta johdolta tai loppukäyttäjiltä, vai riittääkö strategisen johdon antama tieto. Työssä luotu menetelmä on suunnattu ensisijaisesti toimitilamallinnuskonsulteille, joille se antaa mahdollisuuden tarjousten tarkempaan yksilöintiin ja kilpailukykyisempään hinnoitteluun. Myös tilatarpeen selvittämistä pohtiville organisaatioille on apua menetelmästä esimerkiksi tarpeiden kirkastamisessa ja tarjouspyynnön muodostamisessa. Menetelmä luo pohjan toimitilamallinnusprosessin tarkemmalle kuvaukselle. |
