Tiivistelmä:A global self-regulated and interconnected network of institutions driven by educational and commercial priorities, the "Internet", has advanced to being a part of the broader "global information society". This industry has established co- or self-regulatory institutions or compacts, but seeing that the consumers have rapidly obtained the broadband Internet the scheme of governance needs to obtain respect for the social and economic rights and responsibilities of consumers at national, European and global levels. The purpose of this article is to illustrate how existing divisions between public-sector, private-sector, and civil-society institutions and responsibilities have quickly diminished and to describe the emerging agenda for "multistakeholder governance". Drawing on case studies the importance of the involvement of the consumers on a more legitimised and consensual level is shown, as well as an agenda for Information and Communications Technology (ICT) companies to adopt more sophisticated patterns of participatory co- and self-regulation.
