| Tiivistelmä: | This article aims to problematize the practice of the Swedish local government (here as: l-g/s.) financing principle, thus contributing with knowledge on the principle's functions in the relation btw. the l-g/s. and the State. Among others, it is concluded that the l-g/s. are not fully compensated for the reforms initiated by the State. The State do not use the potential of the l-g/s. financing principle as a tool of management control (original in Swedish). |
