| Tiivistelmä: | There is evidence from several studies how higher education institutions are controlled, regulated and steered by state authorities and public funding bodies. There is an endless tension btw. a policy strengthening the autonomy and simultaneously retaining a space for state steering. The Finnish polytechnic (henceforth as: p-tech/s.) and university sectors have very different origins for their financial autonomy (hereafter as: f-a). This article clarifies how six Finnish p-techs. aim at enhancing their f-a. The p-techs. operate under two separate steering systems, the state and local owners with both exercising their own steering. It is shown that p-techs. can and want to enhance their f-a. by calculating and engaging with the Ministry of Education or their owners. The f-a. of p-techs. does not culminate in a form of diversified funding sources, but as balancing btw. the two masters' with their resources. |
