Tiivistelmä:This paper examines how the timing of new environmental regulation in non-innovating countries is influenced by technological innovation by early adopters. A general equilibrium model of an open economy is built in order to identify the political-economy determinants of regulation. The determinants of environmental regulation diffusion are estimated. Supported is the hypothesis of international economic integration facilitating access to environmentally friendly technologies and leading to earlier adoption (cet. par.) of regulation in non-innovating countries. However, there is also found evidence of domestic trade protection promoting earlier adoption, allowing shifts of regulatory costs to domestic consumers.
