Tiivistelmä:The article describes Soviet energy consumption patterns and outlines specific programmes planned for energy conservation. The ambitious conservation goals promulgated in the programmes are not likely to be met. For the most parts, administrative rather than economic measures have been chosen for the much of its implementation. The Soviet economy, as it currently operates, provides only weak stimuli for conserving resources, such as relative prices or cost increments, or as yet, hard budget constraints for enterprises. The role of possible price increases and decentralised responses to conserve energy through price signals are not discussed at all.
