| Tiivistelmä: | Through trial and error, China's State enterprise reforms plot slow but steady progress. In 1978, China put reform of the State-owned enterprise (SOE) sector at the core of its ambitious economic reform program. The objectives were clear: to eliminate State bureaucratic control of management, instill accountability for profits and losses, and improve efficiency. The means to achieve these goals were less clear, however. Over the past 18 years, China's leadership has taken a slow but gradual approach in its quest to transform State enterprises into modern, efficient companies. |
