| Tiivistelmä: | There is now growing interest in, and debate over, the merits of a World Environmental Organisation (WEO). Many of the proposals that have been made for it are vague and short on specifics. It has been alternately portrayed as a strengthened version of UNEP, an enforcer of international environmental agreements, and a forum outside the WTO for trade and environmental debate to relieve pressure on the WTO. The authors discuss these similarities and differences, making a number of broad points as the authors proceed. The authors argue that the WEO represents a broadening and even generalisation of the bargaining scheme in the WTO in that cash enters and cross-bargaining (environmental for something else) seems central. |
