Reading digital theses in the closed network of the Aalto University Harald Herlin Learning Centre

In the closed network of Learning Centre you can read digital and digitized theses not available in the open network.

You can read theses on the Learning Centre customer computers, which are available on all floors.

Logging on to the customer computers

  • Aalto University staff members log on to the customer computer using the Aalto username and password.
  • Other customers log on using a shared username and password.

Opening a thesis

  • On the desktop of the customer computers, you will find an icon titled:

    Aalto Thesis Database

  • Click on the icon to search for and open the thesis you are looking for from Aaltodoc database. You can find the thesis file by clicking the link on the OEV or OEVS field.

Reading the thesis

  • You can either print the thesis or read it on the customer computer screen.
  • You cannot save the thesis file on a flash drive or email it.
  • You cannot copy text or images from the file.
  • You cannot edit the file.

Printing the thesis

  • You can print the thesis for your personal study or research use.
  • Aalto University students and staff members may print black-and-white prints on the PrintingPoint devices when using the computer with personal Aalto username and password. Color printing is possible using the printer u90203-psc3, which is located near the customer service. Color printing is subject to a charge to Aalto University students and staff members.
  • Other customers can use the printer u90203-psc3. All printing is subject to a charge to non-University members.

Abstract (eng): This thesis deals with the procurement process for beneficiary of the organization from the perspective of public administration.
Characterized by the public administration is that it would have to compete the contracting each information in accordance with the law.
The study I was interested in the factors that cause problems in such procurement process.
Second, I was interested in finding out the ways in which information system procurement process should be developed to allow the procurement process penetrations would go without any problems.

The research data used as the theoretical data, previous studies and interviews with self-made.
Theoretical material was found in models that help to pay attention to structural factors in the procurement process.
These models do not describe the problems encountered in practice.
Concrete problems were found when examined in previous studies of information systems procurement processes.
The problem consisting of elements found in each stage of the procurement process.
The interviews were sought expert judgment results of the studies.
The interviews were also found in the process more new problems, but also suggested solutions the problems.
As a result of the first steps of the procurement process can be said to constitute the main problems in the procurement process.
Solutions can be found in public administration organizations in co-operation and development of architectural work.
Abstract (fin): Tässä diplomityössä käsitellään hankintaprosessia hyödyntäjäorganisaation näkökulmasta julkisessa hallinnossa.
Julkisen hallinnon ominaispiirteenä on se, että sen on pakko kilpailuttaa jokainen tietojärjestelmähankinta hankintalain mukaisesti.
Tutkimuksessa oltiin kiinnostuneista tekijöistä, jotka aiheuttavat ongelmia tällaisissa hankintaprosesseissa.
Toisekseen oltiin kiinnostuneita selvittämään myös sitä, miten tietojärjestelmän hankintaprosessia pitäisi kehittää, jotta hankintaprosessien läpiviennit sujuisivat ilman ongelmia.

Tutkimusaineistona käytettiin teoreettista aineistoa, aiempia selvityksiä ja itse tehtyjä haastatteluja.
Teoreettisesta aineistosta löydettiin malleja, jotka auttavat huomioimaan rakenteellisia tekijöitä hankintaprosessissa.
Mallit eivät kuitenkaan kuvaa käytännössä kohdattuja ongelmia.
Konkreettisia ongelmia löydettiin, kun tutkittiin aiempia selvityksiä tietojärjestelmien hankintaprosesseista.
Ongelmaksi muodostuvia tekijöitä löydettiin hankintaprosessin jokaisesta vaiheesta.
Haastatteluista haettiin asiantuntijoiden arvioita selvitysten tuloksille.
Haastatteluista löydettiin myös lisää uusia hankintaprosessin ongelmia, mutta myös ratkaisuehdotuksia ongelmien ratkaisemiseksi.

Tutkimuksen tuloksena hankintaprosessin ensimmäisten vaiheiden voidaan todeta muodostavan hankintaprosessin suurimmat ongelmat.
Ratkaisut löytyvät puolestaan julkisen hallinnon organisaatioiden yhteistyön tiivistämisestä ja arkkitehtuurityön kehittämisestä.
