You can read theses on the Learning Centre customer computers, which are available on all floors.

Logging on to the customer computers

  • Aalto University staff members log on to the customer computer using the Aalto username and password.
  • Other customers log on using a shared username and password.

Opening a thesis

  • On the desktop of the customer computers, you will find an icon titled:

    Aalto Thesis Database

  • Click on the icon to search for and open the thesis you are looking for from Aaltodoc database. You can find the thesis file by clicking the link on the OEV or OEVS field.

Reading the thesis

  • You can either print the thesis or read it on the customer computer screen.
  • You cannot save the thesis file on a flash drive or email it.
  • You cannot copy text or images from the file.
  • You cannot edit the file.

Printing the thesis

  • You can print the thesis for your personal study or research use.
  • Aalto University students and staff members may print black-and-white prints on the PrintingPoint devices when using the computer with personal Aalto username and password. Color printing is possible using the printer u90203-psc3, which is located near the customer service. Color printing is subject to a charge to Aalto University students and staff members.
  • Other customers can use the printer u90203-psc3. All printing is subject to a charge to non-University members.

Abstract (eng): One of the important steps of planning is to assess the impacts of the project.
While drawing up the plan, it is needed to assess the impacts of the plan and the alternatives properly.
Under the Land Use and Building Act the plan has to be founded on sufficient surveys.
However, the act doesn't define the criterion for the sufficiency of the surveys.

The goal of the thesis is to find out if there are any lacks in the impact assessment of the planning projects of business parks and how the assessment could be improved.
The concentration is on traffic-related impacts.
The impacts related to land use are dealt with the accessibility of services and workplaces.

According to the results of the research, the impacts of the plans studied are assessed inexactly.
The factors affecting the impacts should be paid more attention.
It's not sufficient that for example accessibility with public transport is assessed to be good just because there is a bus line running in the neighboring area.
The details of public transport have to be found out.
That is necessary so that the standard of service could be assessed properly.

Another result of the research shows the impacts related to land use are assessed in a too small area.
The changes in the services should be estimated for the whole urban area.
Besides, the assessment of theoretical purchasing power has too much importance.
The impacts on shop network cannot be assessed with the specificity of individual stores.

The impact assessment of business parks can be improved also by making the basis of the project better.
If the project is launched suddenly and in a hurry without any research done, there is not enough time for detailed surveys.
The best basis would be that the county or neighbouring counties have a general plan for the land use in the urban area.
That makes it possible to survey without a hurry in advance.
After doing this when there is a need for a business park, the planning could be based on the surveys done earlier.
Abstract (fin): Yksi kaavoitusprosessin tärkeistä osa-alueista on vaikutusten arviointi.
Kaavaa laadittaessa tulee tarpeenmukaisesti selvittää suunnitelman ja tarkasteltavien vaihtoehtojen vaikutukset.
Maankäyttö- ja rakennuslain mukaan kaavan tulee perustua riittäviin selvityksiin ja tutkimuksiin.
Laissa ei kuitenkaan ole määritelty tarkkoja kriteerejä vaikutusten arvioinnin riittävyydelle.

Tämän diplomityön tavoitteena on selvittää, onko yritysalueiden kaavoitushankkeissa vaikutusten arviointiin liittyviä puutteita ja miten yritysalueiden liikenteellisten ja maankäytöllisten vaikutusten arviointia voidaan parantaa.
Työssä keskitytään liikenteellisten vaikutusten arviointiin.
Maankäyttöön liittyviä vaikutuksia käsitellään palveluiden ja työpaikkojen saavutettavuuden kannalta.

Tutkimustulosten mukaan kaavojen vaikutukset arvioidaan melko yleispiirteisesti.
Vaikutusten arvioinnissa ja selvityksissä tulisi kiinnittää enemmän huomiota yleisten vaikutusten taustalla oleviin tekijöihin.
Ei riitä, että esimerkiksi saavutettavuus joukkoliikenteellä arvioidaan kohtuullisen hyväksi sen perusteella, että yritysalueen lähistöllä liikennöi jokin joukkoliikennelinja.
Joukkoliikenteen yksityiskohdat tulee selvittää, jotta voitaisiin arvioida, kuinka sen aikataulut ja reitit palvelevat nimenomaan yritysalueelle suuntautuvaa liikennettä.

Tutkimustulosten mukaan vaikutusten arvioinnissa on puutteita lisäksi vaikutusalueen koon määrittämisessä erityisesti maankäytöllisten vaikutusten arvioinnissa.
Muutokset palvelurakenteessa tulee arvioida koko kaupunkirakenteessa.
Lisäksi kaupallisten vaikutusten arvioinnissa tuudittaudutaan liikaa teoreettiseen ostovoimatarkasteluun.
Vaikutuksia yksittäisiin yrityksiin ei tällöin saada arvioitua.

Yritysalueiden vaikutusten arviointia voidaan kehittää myös parantamalla hankkeen lähtökohtia.
Jos hanke käynnistyy yllättäen ja kiireellisesti ilman, että minkäänlaisia ennakkoselvityksiä on tehty, ei tarkkojen selvitysten ja arviointien tekemiselle ole riittävästi aikaa.
Paras lähtökohta olisi, että kunnalla tai useammalla naapurikunnalla olisi olemassa osayleiskaavatasoinen suunnitelma kaupunkiseudun kehittämisestä.
Tällöin voidaan tehdä selvityksiä rauhassa etukäteen.
Kun jokin yritys ilmaisee kiinnostuksensa kuntaa kohtaan, voitaisiin suunnittelussa tukeutua aiemmin tehtyihin selvityksiin ja suunnitelmiin.
