Abstract (eng): | The aim of this thesis was to report the crucial deficiencies of the accessibility regula-tions and instructions for the visually impaired, as well as to give recommendations about the use of tactile surfaces. The current state of the regulations was investigated by reviewing literature and by conducting interviews and user experiments. The results were completed by visual inspections of railway platforms accepted to comply with EC regu-lations. The results revealed that the problems concerning the accessibility instructions for the visually impaired are quite diverse. The most significant problems had to do with the incoherence of the instructions as well as their lack of coverage. Furthermore, some of the regulations were found to be difficult to interpret. The needs of the visually impaired are not portrayed in the regulations well enough. Architects and engineers often find it difficult to figure out which regulations should be followed when the regulations differ from each other. Misinterpretations have led to situations where railway stations have not received EC verification without reconstructions of some constituents. The use of all currently available or recommended tactile tiles was found to be problem-atic in regard to usability, durability or cost efficiency. Experts' opinions regarding whether some materials and tactile tiles are suitable to be used as warning surfaces dif-fered from current regulations. Instead of using actual tactile surfaces cube stones, Bel-gian blocks or rain gutters should be used on unheated and uncovered platforms. Fur-thermore, the 30 % luminance contrast required by the TSI for warning surfaces was found to be too low. The recommendation should be 50 % especially outdoors, as the detectability of the contrast suffers when the material gets dirty. The different parties that give recommendations and regulations should agree upon mu-tual practices for the recommendations. Experts from several different fields should be consulted when updating the instructions in order to ensure that the needs of all the groups that are affected by the regulations are taken into account. This would additional-ly ensure that the durability and cost efficiency of the suggested solutions are considered. |
Abstract (fin): | Työn tavoitteena oli selvittää näkövammaisten liikkumista koskevien esteettömyysoh-jeistuksien keskeisiä puutteita ja antaa suosituksia ohjaavien ja varoittavien pintamateri-aalien käyttötavoista. Työssä tutkittiin ohjeiden nykytilaa ja tarkoituksenmukaisuutta kirjallisuusselvityksellä, haastatteluilla ja käyttäjäkokeilla. Tuloksia täydennettiin maas-tokäynneillä EY-tarkastuksessa käyttöönottoluvan saaneille asemille. Tarkasteluissa ilmeni, että näkövammaisten esteettömyysohjeistuksiin liittyvät ongelmat ovat varsin monimuotoisia. Merkittävimmät ongelmat liittyvät ohjeiden ja määräysten ristiriitaisuuteen, kattavuuteen ja tulkittavuuteen. Näkövammaisten orientoitumista hel-pottavia seikkoja ei ole riittävästi tiedostettu suunnitteluohjeissa, ja suunnittelijoiden on usein vaikea selvittää, mitä ohjeita tulee noudattaa tilanteissa, joissa ohjeet ja määräykset poikkeavat toisistaan. Määräysten tulkintaerot aiheuttavat myös ajoittain korjaustarpeita rakentamisen jälkeisissä EY-tarkastuksissa. Osa esteettömyysohjeista ei ole tarkoituksenmukaisia näkövammaisten orientoitumisen tai kunnossapidon näkökulmasta. Sellaista opaslaattojen materiaalivalintaa ja toteutusta-paa, joka olisi niin käyttäjän kannalta toimiva ja kestävä kuin kustannustehokaskin, ei tämän työn kuluessa löytynyt. Asiantuntijoiden arviot tiettyjen materiaalien ja laatta-tyyppien soveltuvuudesta tuntoon perustuvaksi varoitukseksi poikkeavat nykyisistä vaa-timus- ja toteutuskäytännöistä. Varsinaisten opaslaattojen sijaan on suositeltavaa käyttää nupu- ja noppakiviä tai sadevesikouruja ohjaavina ja varoittavina elementteinä kattamat-tomilla ja lämmittämättömillä alueilla. Käyttäjäkokeissa todettiin, että YTE:n nykyinen 30 %:n vaatimus pintamateriaalien kontrastin valinnassa ei ole tarkoituksenmukainen. Vaatimuksen tulisi olla 50 % etenkin ulkotiloissa, joissa pintamateriaalien havaittavuus kärsii merkittävästi niiden likaantumisesta. Eri esteettömyysmääräyksiä ja -ohjeita antavien tahojen tulisi sopia yhteiset käytännöt ohjeiden antamiselle. Esteettömyysohjeistuksien ongelmien monimuotoisuuden takia on ohjeiden päivityksessä syytä turvautua usean eri alan asiantuntijoiden osaamiseen. Näin ohjeissa tulevat otetuiksi huomioon eri käyttäjäryhmien tarpeet ja mahdolliset ristiriitai-set intressit sekä ratkaisujen kustannustehokkuus ja kulumiskestävyys. |
