Logging on to the customer computers

  • Aalto University staff members log on to the customer computer using the Aalto username and password.
  • Other customers log on using a shared username and password.

Opening a thesis

  • On the desktop of the customer computers, you will find an icon titled:

    Aalto Thesis Database

  • Click on the icon to search for and open the thesis you are looking for from Aaltodoc database. You can find the thesis file by clicking the link on the OEV or OEVS field.

Reading the thesis

  • You can either print the thesis or read it on the customer computer screen.
  • You cannot save the thesis file on a flash drive or email it.
  • You cannot copy text or images from the file.
  • You cannot edit the file.

Printing the thesis

  • You can print the thesis for your personal study or research use.
  • Aalto University students and staff members may print black-and-white prints on the PrintingPoint devices when using the computer with personal Aalto username and password. Color printing is possible using the printer u90203-psc3, which is located near the customer service. Color printing is subject to a charge to Aalto University students and staff members.
  • Other customers can use the printer u90203-psc3. All printing is subject to a charge to non-University members.

Abstract (eng): The focus of the thesis is on the methods by which the EC's Water Framework Directive (WFD) has been implemented into national legislation in Finland, Sweden and the UK.
In the thesis, Finland is divided and examined in two parts: the mainland of Finland and the autonomic Ahvenanmaa and the UK in five parts: England, Wales, Scotland, Northern Ireland and the self-governing British overseas territory Gibraltar.

The research subject for the thesis is the Directive 2000/60/EC of the European Parliament and of the Council establishing a framework for the Community action in the field of water policy which is one of the most significant environmental directives the EC has given.
The aim of the directive is to prevent deterioration of the status of all bodies of surface and ground water within the community's area.
The good ecological and chemical status of surface water and good quantitative and chemical status of ground water shall be achieved at the latest 15 years after the date of entry into force of this Directive.
The main obligations imposed by the directive are presented in this thesis.

The examination of the implementation methods consists of three parts.
The first part deals with the national legislation by which the directive is implemented and whether the implementation legislation used is primary or secondary legislation.
The second part focuses on the administrative arrangements, including the identification of the competent authority, for the application of the rules of this Directive.
The third part focuses on how the water districts are constituted and how the river basin management planning is arranged in these three states.
The international frontier water treaties are also examined in the thesis in the light of what kind of significance do they have in those water bodies controlled by the treaties.
Abstract (fin): Työssä tutkitaan, kuinka Suomi, Ruotsi sekä Yhdistynyt kuningaskunta ovat panneet täytäntöön Euroopan yhteisön vesipolitiikan puitteista annetun direktiivin.
Suomen osalta on tutkittu täytäntöönpano sekä Manner-Suomessa että Ahvenanmaan itsehallintoalueella ja Yhdistyneessä kuningaskunnassa sen neljällä osa-alueella Englannissa, Walesissa, Skotlannissa ja Pohjois-Irlannissa sekä Iso-Britannian merentakaisella alueella Gibraltarilla.

Työn tarkastelukohde, Euroopan parlamentin ja neuvoston vesipolitiikan puitedirektiivi on yksi suurimmista ja merkittävimmistä yhteisön antamista ympäristödirektiiveistä.
Vesipuitedirektiivin tavoitteena on ehkäistä pinta- ja pohjavesien tilan heikkeneminen koko yhteisön alueella.
Pintavesien hyvä ekologinen ja kemiallinen tila ja pohjavesien hyvä määrällinen ja kemiallinen tila tulee saavuttaa 15 vuoden kuluessa direktiivin voimaantulosta.
Työssä esitellään pääpiireittäin direktiivin velvoitteet.

Työssä tarkastellaan ensinnäkin, minkä tasoisella lainsäädäntönormilla (laki, asetus, joku muu) direktiivi on kyseisissä valtioissa pantu täytäntöön.
Toinen tarkasteltu asia on ollut täytäntöönpanon viranomaisjärjestelmä ja sen tehtäväjako.
Kolmanneksi työssä on käyty läpi valtioiden vesipiirejä ja vesienhoidon suunnittelujärjestelmän toimeenpanoa.
Lisäksi tarkastellaan rajavesisopimuksia ja niiden merkitystä rajat ylittävillä valuma-alueilla.
