Printing the thesis

  • You can print the thesis for your personal study or research use.
  • Aalto University students and staff members may print black-and-white prints on the PrintingPoint devices when using the computer with personal Aalto username and password. Color printing is possible using the printer u90203-psc3, which is located near the customer service. Color printing is subject to a charge to Aalto University students and staff members.

Abstract (eng): Municipal engineering services, such as construction and maintenance of streets and parks are an essential part of public services of a welfare state.
The financial flexibility of municipalities will be decreased by the progression of trends such as the national change of age structure and strong local differentiation of the municipalities.
These trends necessitate municipalities to actively search more efficient ways to organize their services.
Municipalities have traditionally produced municipal engineering services by themselves.
However, in the past five years some of the Finnish municipalities have increased the privatization and outsourcing of municipal services.

This master's thesis is the first study to evaluate services solutions, where Finnish municipalities have organized their municipal engineering services together with the private sector.
The main objective of the study was to find out what have been the results of outsourcing municipal engineering services in the municipalities of the case study.

To complete the assessment, the study first reviewed the literature of municipal engineering, infrastructure asset management, and outsourcing.
After this, the study connected the findings of the literature review to form the framework for the evaluation of outsourced municipal engineering services.

The case study took place in two medium-sized cities, Mikkeli and Varkaus, where co-operation with the private sector has been carried out differently.
Mikkeli has formed a joint venture with a private company.
In contrast, Varkaus transferred the municipal engineering services directly to a private company.
The case study described the impact of outsourcing on infrastructure asset management and its costs in the case cities.

This study showed that both case cities had reached a stable level of services within the first two years after the rearrangement of the services.
Compared with their own production, the quality of services had remained the same.
On the cost side, Varkaus had reached savings approximately 13% of annual cost.
In Mikkeli, the costs were quite similar in comparison with their own production.
The study identified that the major impacts of outsourcing were the more systematic infrastructure asset management, development of monitoring and evaluation, and development actions implemented by the supplier.

The study considered systematic infrastructure asset management as the major factor in the development of municipal engineering services.
Outsourcing can support the development, but there is a need to critically review the current state and extensive development actions in all phases of infrastructure asset management: planning, operations, monitoring and evaluation, and continual improvement.

Based on short-term reviewing, the study suggests that outsourcing is a promising alternative to the efficient arrangement of the municipal engineering services as part of optimal infrastructure asset management.
However, the long-term development of the outsourced solutions should be reviewed to ensure the benefits are still evident
Abstract (fin): Kuntien yhdyskuntatekniset palvelut, kuten katujen ja alueiden rakentaminen, hoito ja ylläpito, ovat tärkeä osa hyvinvointiyhteiskunnan julkisia palveluja.
Väestön ikärakenteen kansallinen muutos, kuntien voimakas erilaistuminen sekä näistä seuraava julkisyhteisöjen taloudellisen liikkumavaran kaventuminen edellyttävät kunnilta uusien tapojen aktiivista etsimistä palveluiden tehokkaammaksi järjestämiseksi.
Kunnat ovat perinteisesti tuottaneet yhdyskuntatekniset palvelunsa itse, mutta viimeisimmän viiden vuoden aikana kunnat ovat päätyneet myös suurienkin yhdyskuntateknisten palvelukokonaisuuksien ulkoistamiseen.

Tämä diplomityö oli ensimmäinen tutkimus, joka arvioi Suomessa kuntien yhteistyössä yksityisen sektorin kanssa toteuttamia yhdyskuntateknisten palveluratkaisujen onnistumista.
Tutkimuksen päätavoitteena oli selvittää millaisiin tuloksiin kuntien yhdyskuntateknisten palveluiden ulkoistaminen on kohdekunnissa johtanut.

Arvioinnin suorittamiseksi diplomityö tutustui ensin yhdyskuntateknisten palveluiden, infraomaisuuden hallinnan ja ulkoistamisen kirjallisuuteen.
Tämän jälkeen tutkimus yhdisti kirjallisuustutkimuksen löydökset kuntien yhdyskuntateknisten palveluratkaisujen ulkoistuksen arviointiin sopivaksi viitekehykseksi.

Tutkimus keskittyi kahteen keskisuureen kaupunkiin, Mikkeliin ja Varkauteen, joissa yhteistyö yksityisen sektorin kanssa on toteutettu eri tavoin.
Mikkelissä kaupunki perusti yhdessä yksityisen toimijan kanssa yhteisyrityksen.
Varkaus siirsi palvelut suoraan yksityisen toimijan hoidettavaksi.
Tutkimus kuvasi ulkoistuksesta seuranneiden muutosten vaikutukset kaupunkien infraomaisuuden hallintaan ja yhdyskuntateknisten palveluiden aiheuttamiin kustannuksiin.

Tutkimuksen perusteella molemmissa kaupungeissa oli uudelleenjärjestelyä seuranneiden kahden ensimmäisen vuoden aikana saavutettu vakaa toiminnan taso, jossa yhdyskuntateknisten palveluiden laatu on säilynyt samansuuntainen omaan tuotantoon verrattuna.
Kustannuspuolella Varkaus oli saavuttanut uudelleenjärjestelyllä noin 13% vuosittaisen kustannussäästön omaan kehitettyyn toimintaan verrattuna.
Mikkelissä kaupungin vertailukelpoiset alueurakan kustannukset olivat taas pysyneet omaan tuotantoon verrattuna samansuuntaisina.
Uudelleenjärjestelyjä seuranneina keskeisinä muutoksina tutkimuksessa tunnistettiin omaa tuotantoa systemaattisempi ote, kattavien seuranta- ja arviointimenetelmien käyttöönotto sekä urakoitsijan suorittamat kehitystoimenpiteet.

Tutkimuksen tulosten perusteella systemaattisella infraomaisuuden hallinnalla on suuri merkitys kuntien yhdyskuntateknisten palveluiden kehittämisessä.
Ulkoistus voi toimia tätä tukevana välineenä, mutta kuntien yhdyskuntateknisten palveluiden kehittäminen edellyttää näiden koko infraomaisuusjärjestelmän, eli suunnittelun, toimintojen, seurannan ja arvioinnin kriittistä tarkastelua ja kehittämistä.

Yhdyskuntateknisten palveluiden ulkoistaminen vaikuttaa lyhyen aikajänteen tarkastelun perusteella lupaavalta vaihtoehdolta palveluiden tehokkaaseen järjestämiseen infraomaisuuden hallinnan osana, mutta ulkoistettujen ratkaisujen kehitystä tulee seurata pidemmällä aikavälillä
