Abstract (eng): | A pedestrian crossing should be a safe place for pedestrians. However, there are about 700-800 crosswalk accidents per year in Finland. Ten percent of these accidents occur on roads in rural areas. The aim of this thesis was to study how and why accidents occur on pedestrian crossings on roads, and how pedestrian crossings could be improved. This study was financed by the Centre for Economic Development, Transport and the Environment of Uusimaa and the Finnish Transport Agency. The literature review focused on the national regulations of the construction of crosswalks, road rules and traffic behaviour. Based on the limited available literature, the most significant contributing factors to accidents were speed, lack of knowledge of traffic rules and failure to comply with road rules. The empirical data consisted of police reports and measurements and observations done on field visits to selected accident sites. In the first phase, the accidents were divided into three categories. The classification was based on accident type, activities of the involved persons and traffic environment. The data showed that the accidents happened mainly due to the lack of foresight, and because the parties had not noticed each other before the accident. In the second phase of the empirical analysis field visits were made to about 30 percent of all of accident sites. Field visits were used to assess the traffic environment, and how it may have contributed to a lack of foresight. It was found that the gradient of the light traffic route should not exceed 8 %, as this might form a sight obstacle. Other important findings were the deficiencies in crosswalk markings. Such deficiencies were poor placing of crossing sings and the poor condition of road markings. The main suggestions for improving the crosswalks were to improve the detectability, clarification of traffic rules with traffic control and changes in traffic light control phases. Road safety attitudes can be influenced by information and control as well as by a safe traffic environment. |
Abstract (fin): | Suojatie on tarkoitettu jalankulkijalle turvalliseksi ajoradan ylityspaikaksi. Tästä huolimatta Suomessa tapahtuu vuosittain yhteensä noin 700 - 800 suojatieonnettomuutta, joista noin 10 prosenttia maanteillä. Tämän tutkimuksen tavoitteena oli selvittää, miten maanteiden suojatieonnettomuudet tapahtuvat, mitkä tekijät vaikuttavat onnettomuuksiin ja millä tavoin suojateiden liikenneturvallisuutta voisi parantaa. Tutkimuksen rahoittivat Uudenmaan Elinkeino-, liikenne- ja ympäristökeskus sekä Liikennevirasto. Kirjallisuustutkimuksen avulla selvitettiin suojateiden rakentamisen ohjeistusta, liikennesaantoja ja niiden tuntemista sekä liikennekäyttäytymistä. Kirjallisuuden perusteella merkittävimmät onnettomuuksiin vaikuttaneet tekijät olivat ajonopeus sekä liikennesääntöjen puutteellinen osaaminen ja niiden noudattamatta jättäminen. Tutkimuksen empiirisen osan aineistona käytettiin poliisin onnettomuusilmoituksia ja maastokäynneillä tehtyjä mittauksia ja havaintoja. Empiirisen osan ensimmäisessä vaiheessa poliisin aineiston onnettomuudet luokiteltiin onnettomuustyypin, osallisten toiminnan, ja liikenneympäristön samankaltaisuuden perusteella. Aineistosta selvisi, että onnettomuudet johtuivat pääosin ennakoinnin puutteesta, eivätkä osapuolet olleet havainneet toisiaan riittävän ajoissa ennen onnettomuutta. Empiirisen osan toisessa vaiheessa tehtiin maastokäynnit noin 30 prosentissa onnettomuuspaikoista. Maastokäyntien avulla arvioitiin liikenneympäristöä ja sitä, miten se on voinut vaikuttaa ennakointiin. Maastotutkimuksissa havaittiin, että yli 8 %:n nousu kevyen liikenteen väylältä suojatielle aiheuttaa näkemäesteen. Toinen maastotutkimuksen tärkeä havainto olivat puutteet suojateiden merkitsemisessä. Tällaisia puutteita olivat esimerkiksi suojatiemerkkien huono sijoittelu ja merkintöjen huono kunto. Tärkeimmät liikenneympäristöön liittyvät parannusehdotukset olivat suojatien havaittavuuden parantaminen, väistämissääntöjen selkiyttäminen liikenteenohjauksella ja liikennevalo-ohjauksen vaiheistuksen muuttaminen. Liikenneturvallisuusasenteisiin voidaan vaikuttaa tiedotuksella ja valvonnalla sekä turvalliseen liikkumiseen kannustavalla suojatieympäristöllä. |
