Abstract: | The share of GDP spent on health care has been escalating and is expected to keep rising due to improved effectiveness, new procedures and drugs etc. The trend of rising share is attributable to aging only to a very limited extent. Fee for service, managed care, and single payer national health insurance represent alternative combinations of cost and choice. None offer any prospect of lower costs. Only the distribution of costs remains at issue. |
