Tiivistelmä (eng):Tehran has experienced severe congestion and air pollution mainly due to the increasing population growth and lack of an efficient transport system.
A decade ago, the first Transport Master plan of the city was prepared both as a remedy and a response to the essential need for a systematic approach towards transport planning.
Although the plan's vision contains a number of principles of sustainable transport, thus far, it has not been successful in addressing the city's major challenges.
Thus, this study attempted to identify the reasons for which the transport master plan was not successful in fulfilling its vision.
Further, the desired circumstances to minimize the transport-related challenges were investigated.

An internal and external evaluation were adapted to answer the research questions.
The internal evaluation was based on the evaluation of the TTMP against its own vision, objectives, strategies and plans.
The external evaluation was based on the evaluation of the master plan against the state of the art.
The results derived from the initial evaluation were then analysed from the policy and design standpoints.

The preliminary result of the research consists of identification of significant drawbacks and shortcomings of the current transport master plan in terms of policy and design.
'Funding public transport system' was identified as the major policy area that affected the TTMP outcomes.
Regarding the physical design, 'accessibility', 'TOD design characteristics' and design issues of 'transport modes' were among the most significant weak points of the TTMP.
The major supportive circumstances to minimize transport-related challenges were dominated by policy issues including car restrictive schemes, public participation, transparency, and policy integration.
The conclusion can also be drawn that the nature of identified changes and improvements related to inefficiency of the TTMP (research question 1) are mostly related to the local and regional government including the transport agency.
On the other hand, the identified supportive circumstances (research question 2) to minimize transport-related challenges and moving towards sustainable transport need to be exercised in the upper governmental levels, including the national government.
Recommendations for further research include an assessment of the transport planning process and techniques used.
