Abstract:Three questions are posed: Who are the unemployed, what caused unemployment to rise, and what happens to the unemployed?. Unemployment and nonparticipation are heavily concentrated among the least skilled and virtually all of the long-term increase in joblessness occurs among low-wage men.The demand for less skilled workers has fallen steadily. "Natural" rate of unemployment varies with labor-market conditions. Many of the "unskilled" who now occupy the lower reaches of the earnings distribution once had much higher earning capacity when their skills were not old.
