Abstract:In recent years several countries have made major efforts to coordinate trade and industrial policies. The design of welfare-improving policy reform is complicated by the presence of a large number of policy-induced distortions and by the imperfectly competitive nature of many industries. Additional complications arise when the reform is carried out under imperfect competition; such cases are examined. Circumstances are investigated under which the possibility of disadvantageous cooperation is likely. The case is studied where countries that form the union coordinate trade policy in an attempt to alter the incentives faced by imperfectly competitive domestic industries.
