| Abstract: | The main contents of the finance reform are: to establish a financial organization system with the mainstay commercial banks and with division of labor and cooperation of various kinds of financial organs under the leadership of the central bank, and to make banks financial enterprises responsible for their own profits and losses; to establish a unified and open financial market system including foreign exchange market, securities market, gold market and interbank lending; to establish a macro-control system with indirect control as the main part; to establish a legalized and modern financial management system; to make financial businesses internationalized; and to promote specialized banks to transit toward commercial banks.
