| Abstract: | The county of Yibin in Sichuan province is bold in the reform and in making innovations, and has found a new way for the reform and development of hilly and big agricultural counties. On the one hand they carry out the reform of enterprises proceeding from reform of the ownership system and on the other hand they carry out reform of institutions and the transformation of government functions. They actively make readjustment in agricultural structure, guide farmers to the market. They have made important breakthroughs and their experience may be used as reference for the reform and development of hilly agricultural counties in China. |
