The basic mainbody of market economy is the individuals who bring into full play the economic vitality which complies with liberal development of individual in socialism. At the same time, it is necessary to define the economic role and function of state, state must fulfil its duty and responsibility: even unnecessary intervention or over contraction even without macro-regulation and control.
