Abstract:Some rigid polices and regulations are still barriers to farmers entry into the market. Existing policies do not change regulations concerning household registration, employment, medical care, social security that have resulted in differences between urban and rural areas. The agricultural products market is not yet opened up completely. The market economy in rural areas should make farmers as the mainstay of the basic economy. Functions of the government should be changed.
