| Abstract: | To quicken the reform of the financial system, we must, first of all, solve three theoretical issues: 1. To build a market economy, we should make reform and separate financial functions from owners functions. If functions of these two type are fixed up, finance as a government department will unavoidably interfere directly in the management of enterprises. 2. How to realize separation of these two functions from each other and a more optimal idea is to let up a special agency within the finance department to exercise its management in two ways. 3. The functions of owners of state- owned assets should be defined between the central and local finances. |
