| Abstract: | Objects of investigation are 64 state-owned enterprises. Contents of investigation are the status of implementing 14 items of self-sovereignty of enterprises. After investigation, it shows that: 10 items of sovereign power, such as power of making decisions of production management, power to fix a price for products and service professions, power to employ labors for jobs, etc., are implemented in varying degrees respectively. The power to make decisions for investments, power to refuse apportionment, power to jointly manage or incorporate, power to import/export, are difficult to be implemented. |
