Abstract:China's foreign debt is increasing rapidly and a major concern is the level of capital outflows. The Chinese government is "approaching its capital-formation needs in a logical and consistent manner" insists vice-chairman Randy Harris at Merrill Lynch International in Hongkong. This is a fairly common view among investment bankers reflecting China's diversification of funding sources across the international capital markets all over the world.
