Abstract:Prior to the first oil price shock the unemployment rate within the European Community stood at less that three percent of the work force. Thereafter it rose remorselessly peaking at 11 percent in 1985. Although it fell to a little over eight percent by the end of the decade, it has since increased again and at the time of writing more than one in ten of the labor force are still without jobs. This huge rise in unemployment is a major puzzle for macroeconomists.
