| Abstract: | The premises which this article considers are: 1) transformation of the government's function in economic management and reducing its direct intervention in monetary activities, 2) perfecting the reform of financial system, hardening budget restraint and strictly defining the different purposes of financial and credit funds; 3: the central bank should separate the functions of the government and enterprises and conduct assets-liability ratio and assets risk management among specialized banks. |
