| Abstract: | The accumulated problems of finance began to appear since the beginning of 1990s. The financial situation began to worsen. The financial revenue decreases. The capital is in short supply. The operation is in confusion. The countermeasures include strengthening macro control to improve economic development, strengthening binding of the enterprise budget, raising economic result, readjusting the distribution of national income, perfecting the present financial system, improving financial functions and forming a virtuous circle of financial distribution. |
