Abstract:Management-by-objectives (MBO) is a controversial subject with competent, caring people on both sides of the issue. Dr Deming is an opponent of MBO. In his book, Out of the Crisis, and in his electronic lectures, Deming Tapes, he makes it clear that the only thing we should do with MBO is abolish it. However, there is a need to plan and set objectives if organizations are to be controlled, resources allocated and change supported. Even Dr Deming states that long range planning is needed in organizations if there is to be constancy of purpose. The question is, how do we do it?
