| Abstract: | If a small country removes a prohibitive barrier to trade in service factors under current rules for taxing foreign factor income it may be made worse off because the incoming service factor may draw intersectorally mobile factors away from the goods sector, reduce employment opportunities for goods-specific factors , and shift tax revenue abroad. |
