| Abstract: | State ownership does not mean government ownership. Government acting functions of State ownership must be officially empowered by the State. Law on State Assets should draw regulations for the legal procedures of such empowerment, clearly defining rights and responsibilities of Government and relevant departments in acting functions of State ownership. The State council or other relevant departments acting State ownership should be empowered by the National People's Congress according to laws, and they are responsible for the National People's Congress. |
