Abstract:Economic and monetary union (EMU) is the main part of the Treaty on European Union, commonly known as the Maastricht treaty, which was signed in February 1992 and, after many travails, including near-defeat in a referendum in Franca in September 1992 and lengthy consideration by the German constitutional court, finally came into effect at the end of 1993. The plan for EMU is essentially a Franco-German plan, as was the first step in the building of the European Union, the European Coal and Steel Community (ECSC).
