Abstract:The difficult point in transforming state specialized banks into commercial banks is that since the state is the sole owner of state-owned commercial banks which do not have their own capital fund, the state-owned commercial banks can not assume sole responsibility for their profits and losses. The state shoulders all the operational risks and losses of the commercial banks. Just for this reason, it is difficult to form a self-contain mechanism. Therefore, the state-owned commercial banks can not become a real commercial ones. This paper suggests the incentive- constraint mechanism for the state commercial banks be set up with "trustor-agent" theory.
