Abstract:When agents involved in market and non-market coordination devices lack organizational abilities and information to take a full account of interdependencies of investments, coordination failures emerge.They are likely to be aggravated in a distorted economy.The question is, can any kind of industrial policy improve the efficiency of investment allocation in transition to market allocation mechanisms?Quantity controls supported by investment credit auctions may be preferable to selective industrial policy introducing investment incentives.Alternatives to government intervention may be: producer association, oligopoly, merger, longterm contracting, as well as foreign direct investment and multinational corporations.
