Abstract:The use of government subsidies presents one of the most difficult conundrums in international rule-making. There is always a delicate balance to be struck domestically in deciding whether to use a subsidy in the first place. What may be the preferred instrument among the available means of intervention, both from the point of view of economic efficiency and as a means of achieving the clearest political impact, any run afoul of fiscal realities and must be carefully circumscribed so as to avoid a rush of similar claims from other quarters in the domestic economy.
