| Abstract: | Welfare reform is a political minefield in Europe these days - witness the violent reaction of many French against their government's efforts to overhaul the country's deficit-ridden health system and trim back its over-generous pension arrangements. So it is all the more noteworthy that the European Commission is stepping gingerly into this sensitive territory - a traditional bailiwick of national governments - by proclaiming 1996 a "year of reflection" on the future of social protection in Europe. |
