| Abstract: | To carry out economic reform and absorb foreign funds are the government's primary policy objectives. Because of the tendency of the government's macro policy, and the characteristics of foreign investment in China, like pursuing less risks and quick returns in investment, it is inevitable to present the trends that a large amount of foreign funds will be put into such service industries as textile and other light industries, and tourism. Due to the difficulties in the central finance, caused by delegating power to the lower levels, it is difficult for the central authorities to achieve the expected results in regulating and controlling the behaviour of local government, departments and enterprises. |
