Abstract:Investors seek more transparency to boost the economy. It's part of what is politely called "the high cost of doing business". Because pungli (hidden taxes) is an exquisitely subjective issue, many see it as simply an inevitable consequence of Indonesia's developing-nation status - where an army of 4 million underpaid bureaucrats lurk in ambush in thickets of red tape. But when corruption is seen to be holding back the economy instead of greasing the wheels, exactly as happened in the philippines under macros, then it takes on a very different meaning.
