Abstract:To be successful, change must be implemented at two levels: transformational and transactional. Based on the Burke-Litwin model, the transformational level involves an organization's mission, strategy, vision , and culture. The transactional level involves systems that facilitate people's work, including policies, procedures, rewards, and communication. The people charged with spearheading change need ways to identify and deal with the systemic issues that are at the heart of the organization's need for change. They must identify the roadblocks, and they need the appropriate tools.
