| Abstract: | For a long time, there has been sharp antithesis between town and country. Instead of transforming further the dual structure, some measures which go against it have been taken. The way out of solving the problem of rural surplus labor is to absorb surplus laborers by rural and agricultural development and to develop with great efforts township enterprises while at the same time realizing urbanization. Besides, in the course of the transfer and flow of rural surplus laborers, attention should be paid to the reform of household registration and some problems like a large number of laborers pouring into large cities which would bring a lot of problems, the formation of informal departments as well as the issue of family planning. |
