| Abstract: | Key industries favored by policies include those superior in resources economy and markets and those essential to regional economic growth but becoming bottlenecks of economic growth. Favored policies should involve policies on transfer, payment, investment and opening-up, rationalization of prices of resource products, creation of an east-west supporting system in the same sector and an economic and technical cooperation system. To assist in implementation of favored policies, the west is to change concepts innovate systems and technology. |
