Abstract: | 1. The state, other than government, serves as owner of state-owned assets. The low-efficiency of operation of state assets is mainly due to too many political interventions and business goals, hence the need to establish companies independent of the government, especially a board of directors independent of the government. 2 The government defines and protects property right. Relations between owners of non-state-owned property rights are chiefly coordinated by markets. Functions of government are reflected in making market planning and maintaining market order so as to influence markets. |
