Abstract:European Monetary Union seems increasingly likely to come about by the end of this century. It also seems possible that this monetary union will comprise a majority, perhaps a very substantial, of EU members. The aim of this paper is to review the economic policy issues that such a union will raise for countries which are in the EU but choose to stay outside that monetary union. It does not consider any benefits they may lose by non-membership; the focus being on the consequences of staying out other than any gain foregone.
