Abstract:In the 1990s, new phenomena and problems have come up in China's reform and development. In face of the "dual mixed system", the "treating equally without discrimination" attitude and policies should adopted to state-owned and private economy to boost the creation and development of the basic structures of the market economic system. To solve the complication of unemployment and inflation unemployment must be taken into consideration when conducting macro analysis and policy practices as as to abandon the practice of controlling inflation alone. The fact that disconnections and unbalance exist between the macro economy and the micro, between the public finance and finance, between regional development and more openness makes it necessary to further readjust macro economic policies while pushing reform forward.
