| Abstract: | During the Ninth five-year Plan period, in terms of raising funds externally, chances are more than challenges. But we will further strengthen the macro management of borrowing money form foreign counties. The expansion of the scale of foreign debts should be in harmony with China's economic strength and its capacity to earn foreign exchange from export. To realize a good cycle in borrowing money from abroad, we should make the following choices in policy: On the premise of insisting on the moderate scale of foreign debts, we should adjust further the structure of debts to increase the benefits of their usage, make efforts to expand export for creating foreign exchange and accelerate the establishment of the state debt service fund. |
