Abstract:The search for effective means by which employees might exert equitable influence over matters affecting their working lives is as old as capitalism. The post-war settlement half a century ago led to a variety of institutional arrangements for representative democracy in the workplace. In this article, one remarkably widespread type of institutional arrangement will be examined: the works council. In particular, the concern is with the capacity of this arrangement to achieve greater influence for employees over management decisions in a form which seeks to break out of the national systems straitjacket.
