Abstract:The industrial economy of the under developed western area in China has such features as industry's getting off to a late start, backward mode of exploitation, low degree of exploitation and utilization of resources, poor infrastructure facilities and investment environment, low quality of laborers, strong administrative restraint and weak capacity of self-survival and development. The two-tier dual economic structure of the western area has seriously hindered the process of its industrialization. The model of industrial economic development in such a area should be to combine the development strategy of the whole area with that of the micro local areas and intensive development stressing high efficiency with extensive development stressing quantity.
