| Abstract: | The various mistakes in the strategy of development of resources led to the very high chance cost and losses of resources in the west China. As a result, China will be forced to lower its economic growth rate due to lack of flexibility of resource supply. So we should correct the various harmful development behavior guided by the so-called theory of resource superiority and theory of trade and shift the focus of resource development from being speed-oriented to efficiency-oriented and raise the efficiency in the links of resource development, that is, exploitation, smelting operation and utilization. Besides, we should practice the special protection policy towards some resources and the strategy of postponing development. |
