Abstract:China has carried out four large-scale reforms of tariff in the 5 years since 1992. In the reforms in 1996 and 1997, over 4000 varieties of goods were adjusted by a wide margin, which played an important role in reducing China's general level of tariff. As a result, the average tariff rate fall from 43.2% in 1992 to 17% in 1997. Because of the wide gap in productive force between China and the advanced countries , the rationally positioning of tariff reform in China is to strengthen the function of tariff in industrial protection. Tariff policy and industrial policy should also be well coordinated and rational structure of tariff established. While pursuing trade liberalization, we should set up a special tariff system in China as soon as possible.
